This is unfortunately quite common. Lots of malware will gain control of your PC or network to an extent, where it is able to block access to certain websites, which brings me back to my main point: Don't surf the web without a malware removal and blocking program installed! It's like leaving your home without locking the door - pure and simple.
So what to do if your PC is infected and you were unable to download or install a malware removal program. In this case you are basically faced with two choices: Try to identify the name of the particular piece of malware on your PC and search for instructions on how to remove it manually. If this fails you are left with only the option of a total reinstall of your operating system. Both are bad choices and especially the last one, which can be complicated further as the malware infection may even make it so difficult to use your PC, that you cannot even backup your personal files to fx. an USB stick. Ack, this is indeed the worst choice for malware removal and a situation you do not want to find yourself in.
